All right, so we all basically got one free skill after the first game, right? So what happens when that player gets to 6 SPPs? Does he pick up a 2nd skill? Or does he have to get to 16 SPPs before getting his second skill?

Correct, he will get his second skill at 6 spp, the "free" skill should already be calculated in to his cost, so having a second skill @ 6 will increase his value again.
