I currently play flames of war, but i am having a growning interest in warhammer, how much money would it cost to have an effective army.

It looks like it varies a little by what force you choose but the $89.99 battleforce boxes seem to be between 500 to 1000 pts depending on the options you field.

Then add in a couple of smaller specialized squads (around $30-40 each) to have a nice 1250 to 1500 pt army.

1500, 1850, and 2000 pts are the most common sizes played, but a;ot of people can and will play 1000 pts if thats all you got.
